Class Damage Core

Not "what abilities does the class have", but "which lever actually moves the damage bar". Every class has one or two real damage engines — this page documents them in 1.18.1.

Warrior · The Yellow-Hit Engine ✦ 1.18.1 Slam fix, Rend AP buff

Warrior damage isn't about big numbers on the tooltip — it's about converting AP into yellow-hit damage while sidestepping the Glancing Blow penalty that wrecks white attacks. Three pillars hold up every Fury raid build.

① Bloodthirst 45% AP
Highest gear-scaling skill in the game. Damage = 0.45 × AP. No weapon component. Every Strength stick, every flask, every weapon-DPS upgrade directly compounds here.
② Whirlwind No Glancing
Yellow hit — removes the 35% Glancing damage cut that gates every white attack on a +3 boss. On 1H weapons, ~61% of its panel damage is pure AP conversion. The real backbone for both ST and AoE.
③ Execute 0% AP direct
Tooltip shows no AP coefficient. The hidden engine: high AP → bigger white hits → faster rage gen → more spare rage → +15 damage per spare point. Indirect exponential AP scaling. Fast off-hand (1.3-1.6s) keeps rage flowing.

Fury 2H

Cyclical engine
Anchored on slow 2H for Mortal-Strike-equivalent burst. 1.18.1 fix: Flurry no longer compresses Slam below 2.0s — Slam now reliably weaves between auto-attack swings without resetting the swing timer.
Auto → Slam (cast 2.0s) → Auto → Whirlwind → Bloodthirst → Slam → Auto → BT/WW on CD ⟶ Execute phase: spam Execute, hold AP cooldowns (Death Wish, Diamond Flask)

Fury Dual Wield

Rage flood engine
Lives or dies by hit rating. Off-hand white attacks have a flat 19% miss penalty stacked on top of the base 8% — total 27% miss vs +3 bosses. The payoff: doubled rage generation feeds endless Heroic Strike spam and crushes the Execute phase. Weapon Skill 305 is critical: it halves Glancing penalty and shaves miss rate.
Bloodthirst → Whirlwind → maintain Heroic Strike queue every swing → Overpower on any Dodge → Execute spam < 20% HP

Fury/Prot Tank

Threat ceiling buster
Deep Prot hits a wall because Revenge / Shield Slam have 0% AP coefficient. Fury/Prot bypasses it by tanking in Berserker Stance and exploiting Bloodthirst's 45% AP scaling for raw threat — every AP point now matters on the tank too. Sacrifice some mitigation, gain monstrous single-target threat.
KEY INSIGHT The single biggest stat you can hit before BiS is Weapon Skill 305. Going from 300 → 305 compresses the 40% Glancing penalty from −35% to ~−15% damage and drops Miss from 9% → 6% on yellow specials. Edgemaster's Handguards / sword-skill custom weapons routinely beat higher-itemlevel pieces because of this — verified by both community sims (WarriorSim-TurtleWoW) and parse data.

Paladin · Spell Power Everywhere ✦ Nanami exclusive rework

Vanilla pigeonholed Paladins into bench-warming healers. 1.18.1 wires Spell Power into every talent tree — Holy Strike (43% SP), Crusader Strike (33% SP), Bulwark (43% SP), even Repentance (50% SP + 12% AP). One stat now drives Holy, Prot, and Ret simultaneously.

① Holy Strike 43% SP
6s CD instant. Mixes weapon damage + flat holy damage with a 43% SP coefficient on a non-GCD strike, plus 5% +Healing-scaled mana/HP return. This single number is why Spell Power outscales Strength on Nanami Paladins.
② Seal of Righteousness ×1.10 multiplier
Every white swing fires a second independent holy hit at 10% SP. 1.18.1 reworked Imp.SoR from "+15% base damage" into "+10% final damage (after SP)" — moved to the last calc step, this is effectively a free ×1.10 multiplier on top of the 10% SP base, and procs trigger gear like Wrath of Cenarius twice as often.
③ Frontloaded Consecration Tick 1: 10-12% SP
Total coefficient stays 33.3% across 8 ticks, but the per-tick distribution is rebuilt as a decay curve: tick 1 ~10-12% SP, tick 2 ~8%, last ticks just 1-2% (was a flat ~4.16% each). Example with 300 SP → 100 bonus damage total: tick 1 +30, tick 2 +24, last tick +4.5. Prot tanks snap 10,000+ threat in one GCD — but in 5-mans, mobs leaving the AoE in the first 2 seconds cost you the entire SP-scaling tail, and the remaining 1-2% ticks can't out-threat a healer.

Spell-Ret (Spellret)

Sustained DPS · SP-leveraged
With T2.5 + Karazhan SP gear and a slow 2H, the ×1.10 Imp.SoR multiplier pushes Spellret past traditional AP-Ret in sustained DPS. Repentance on immune Bosses converts to a 50% SP + 12% AP holy strike — a real raid cooldown, not dead weight.
Seal of Righteousness up → Crusader Strike (Zeal stack) → Holy Shock → Holy Strike (mixed dmg) → autoattack → Judgement → repeat. CS ↔ Holy Shock CD reset via Blessed Strikes.

Prot (Tank)

Reflective threat field
Snap threat via frontloaded Consecration on pull. Bulwark of the Righteous (43% SP reflect) + Holy Shield (~5% SP per block × 8 stacks = 40% SP) build a passive reflective spike-armor — every point of SP becomes mana-free threat. This is why high-end Prot Paladins stack Spell Power gear over pure stamina.

Melee Holy (Shockadin)

Front-line healer
1.18.1 nerfed Illumination from 100% mana refund on crit to max 60% — pure 40-yard Flash spam is dead. The new build: shield + slow 1H, sit on the Boss, weave white attacks + Judgement of Wisdom for mana, Holy Strike (43% SP) crits proc Daybreak smart group heal. Ironclad talent converts 2% of total armor into +Healing — plate is now stat, not waste.
Crusader Strike (reset Holy Shock CD) → Instant Holy Shock (self / emergency) → autoattack (Wisdom proc mana) → Holy Strike (43% SP — high crit triggers Daybreak smart AoE heal) → loop
KEY INSIGHT Spell Power is now the dominant stat across all three Paladin specs. Holy (Holy Strike 43% + Daybreak proc), Prot (Bulwark 43% reflect + Holy Shield), and Ret (Holy Strike 43% + SoR ×1.10 mult) all want the same SP-on-plate gear. A single set of Spell Power plate now covers all three specs — the gearing crisis Paladins faced for 20 years is solved at the math layer.

Shaman · The Mana Flywheel ✦ 1.18.1 AP↔SP dual-scaling

Vanilla Shaman lived inside a stat lockout: AP made the white hits, SP made the spells, neither could justify both. 1.18.1 punched a hole through that wall by wiring AP into shocks, shields, and a new strike — and a single Enhancement build now drives damage, threat, mana regen and self-healing off the same stat.

① Earth Shock · Dual-Scaling 40.71% SP + 10% AP
Instant. Eats both stat pools. SP coefficient is the standard (1.5/3.5)×0.95 = 40.71% (5% interrupt penalty). AP path adds 10% of total AP per cast — base damage was nudged down 25 to balance the breakeven at 250 AP, trivial for Enh. At 1200 AP: one cast = base 492 + SP 81 + AP 120 = ~693 dmg, then ×1.5 threat × Rockbiter 1.3 = ~1350 snap threat.
② Lightning Strike · Empowered New 11-pt Enh
Instant strike, 60% weapon + 20% nature damage, consumes one charge of whatever shield is active and empowers it: Lightning Shield → +25% AP nature, Water Shield → +5% AP mana, Earth Shield → +6.67% AP heal. Same button, three roles.
③ Rockbiter + Totemic Alignment +30% / 60% threat
Rockbiter became +30% global threat (passive) instead of flat additive; Elemental Weapons talent stacks −4/7/10% damage taken on top. Totemic Alignment (Enh tier 2) transfers 30/60% of totem threat to the Shaman — drop Magma + Fire Nova and you've built an AoE threat net without spending a single GCD on taunts.

Enhancement DPS

Flurry + Stormstrike + Lightning Strike
Mainhand Windfury Weapon, no longer overwritten by the Windfury Totem (which is now an Aura — full team buff without stealing poisons or sharpening stones). Self-WF triggers retain full AP scaling; the Totem Aura is a flat boost with no AP coefficient. Windfury triggers rate dropped 20% → 15%, ICD doubled to 6s to keep Enh from blowing up sim charts. Big quality-of-life: shocks no longer reset the swing timer — Earth Shock between swings is finally free.
Auto → Stormstrike → Earth Shock (between swings) → Lightning Strike (consume Lightning Shield charge → +25% AP nature) → Flame Shock for DoT → loop

Shaman Tank

The Mana Flywheel made flesh
Shield + Rockbiter for +30% global threat + 10% damage reduction. Ancestral Guardian gives +15% armor and +6% dodge. Shield Specialization bumped block to 30%. Lightning Strike with Earth Shield active turns AP into raw self-healing. The mana side: Water Shield refunds 130 mana per pop, and Lightning Strike against Water Shield converts AP → mana at 5%. With Elemental Focus (now triggered by any crit, melee or spell) reducing the next 2 spells' cost by 60%, mana is no longer a tank's bottleneck.
Rockbiter MH + Earth Shield up → Magma + Fire Nova Totem (Totemic Alignment funnels 60% threat to you) → Earth Shock for snap threat → Lightning Strike (Earth Shield → AP heal you, Water Shield → AP mana) → Elemental Focus procs make shocks 60% cheaper

Restoration

Chain Heal harder, mana cheaper
The big nerf: Chain Heal coefficient 71.4% → 61.4%, base cast bumped 2.5s → 3.0s. Deep Resto can pull it back to 2.0s via the new Tidal Surge talent. The mana side is healthier than ever — Tidal Surge also gives a 30% chance to refund 10% base mana when you heal a target with Tidal Waves up, so chain healing the raid pays for itself.
Maintain Earth Shield on MT → Tidal Waves up via Healing Wave/Riptide → Chain Heal at 2.0s with Tidal Surge → on procs, Lesser Healing Wave for free

Weapon Enchant & Totem Aura Rework

1.18.1 · Stop overwriting your group's poisons / sharpening stones
Original design forced Windfury/Flametongue Totem to stamp the enchant onto every party member's weapon — Rogues lost their poisons, Warriors lost their sharpening stones, and the Shaman's own Windfury Weapon got overwritten by their own totem. 1.18.1 reworks both totems into auras — the buff layers on top of whatever the player already has on their weapon. The trade-off is precise:
Windfury Totem (Aura) No AP scaling
Only 1 rank now. The extra swings it triggers do NOT inherit AP, and ICD bumped 1.0s → 1.5s. The Shaman's own self-cast Windfury Weapon (which DOES scale with AP) overrides the aura — no double dip.
Flametongue Totem (Aura) No SP scaling
Fire damage on auto-attacks is now a flat number — SP coefficient removed. Pure baseline support for melee groups.
Windfury Weapon (self) Trigger nerf
Self-cast Windfury still scales with AP at full rate, but proc rate 20% → 15%, ICD doubled 3s → 6s. Internal testing showed it was outscaling pure-DPS classes single-target.
Rockbiter Weapon +30% threat
Rebuilt as the Tank's signature enchant: passively +30% all threat generated (replacing the old flat number that aged poorly). Elemental Weapons talent stacks −4/7/10% damage taken on top.
Frostbrand Weapon 100% crit synergy
New synergy: when the target carries the Frost Shock slow debuff, Frostbrand procs always crit (100%). Levelling builds and PvP gain a massive damage floor.
1-hour Duration QoL
All weapon enchants (Flametongue/Frostbrand/Rockbiter etc.) baseline duration extended to 1 hour. Refresh-rotation tedium gone.
🔧 Invisible megafix: Earth/Frost/Flame Shock no longer reset the auto-attack swing timer. Weaving shocks between swings is finally free — huge melee QoL.

Talent Tree · Key Reworks

1.18.1 · Single-stat talents pruned, synergy chains added
The whole tree was compressed, reset, and rewoven around the dual-scaling philosophy. The headline changes:
Electrify (Elemental) 5 stacks
Replaces Elemental's Wrath. Each Lightning Bolt/Chain Lightning stacks a charge — +2% Nature damage and +20% spell crit damage per stack, 5 stacks max, 20s duration. Turns Ele Shaman from "burst & pray" into a ramp-up sustained DPS.
Elemental Focus Any crit
Was: only spell crits triggered. Now: any physical or spell crit reduces the cost of the next 2 damage spells by 60%. This is the bridge between Enhancement and Elemental — the fuel for the mana flywheel.
Elemental Devastation 3/3 = +3% / +9%
Passive +1/2/3% melee AND spell hit. When you melee crit, +3/6/9% spell hit for 15s. The "Spellhance" talent — solves shocks missing high-level bosses.
Flame Guidance +10y range
Searing Totem + Flame Shock range +10 yards. Critical effect: casting Flame Shock forces Searing Totem to focus your target, ignoring totem threat. Totem AI finally controllable.
Ancestral Knowledge +10% base stats
Was: +5% mana pool. Now: +2/4/6/8/10% to all base stats. Base Strength feeds AP, base Agility feeds armor & dodge, base Stamina feeds HP — universal stat boost.
Shield Specialization 25% → 30%
Block absorption ceiling raised from 25% to 30%. Shaman Tank's bread-and-butter against high-frequency boss attacks.
Bloodlust (capstone) +15% / +5%
Old mechanic replaced. Active: +15% attack speed self. On your crit: +5% attack speed to entire party. Cements Enhancement as the top melee buff support.
Tidal Surge (Resto) 15/30% refund
When healing a target with Tidal Waves up, 15/30% chance the next heal refunds 10% base mana. Together with the Chain Heal cast 2.5s→3.0s nerf, this forces Resto specialization — no more dabbling.

Worked Example · Earth Shock at Level 60

1200 AP, 200 SP, Rockbiter MH — full dual-scaling math
A Level 60 Tank Shaman in mid/high tier mixed gear (~T2.5 level), under standard raid buffs (Battle Shout, Blessing of Might). Stat baseline: 1200 AP, 200 SP, Rockbiter on the main hand. Casting Earth Shock R7:
① Base damage (Vanilla 517 − 25 = 492)
② SP contribution: 200 × 40.71% = +81.42
③ AP contribution: 1200 × 10% = +120
④ Total: ~693 nature damage
⑤ Threat: 693 × 1.5 (shock threat coeff) × 1.3 (Rockbiter +30%) = ~1352 snap threat per cast

The breakeven for AP scaling is 250 AP (because base damage was offset by −25, you need 250 AP × 10% = 25 to "pay back" the cut). Any Enhancement Shaman blasts past that on tier gear. At 1200 AP, you net 95 free damage per cast on top of the pre-1.18.1 Vanilla baseline. And the dual-stat split means a single set of plate (Str/Agi mainstats with some SP off-pieces) covers DPS, threat, and shock damage simultaneously — Paladin solved their gearing in one stat, Shaman solved theirs in two interlocking stats.

KEY INSIGHT Shaman is the only class where AP and SP feed each other in a closed loop. High AP → big white crits → Elemental Focus refunds 60% mana on next 2 spells → cheap shocks for threat/damage → Lightning Strike consumes Water Shield → 5% AP converts back to mana → loop. Paladin needed one stat (SP) to unify three specs; Shaman needs two stats engaging each other — and the engineering is precise enough that AP and SP gear are now interchangeable on a single Enhancement plate set.

Mage · The Hardcoded Super-Models ✦ Arcane T0 reign · Resonance Cascade exponentials

Mage spell power follows the textbook 3.5s rule — except where Turtle WoW broke the rules on purpose. 1.18.1 deploys hardcoded super-coefficients on three Arcane custom spells (Rupture 100% on a 2.4s cast, Surge 65% instant, Missiles 164%) plus the Frost-only Icicles (200% gated behind Flash Freeze). Arcane went from a utility tree to tier-0 PvE DPS and S+ PvP, while Frost survives on a single elite skill chain and Fire stays raid-niche due to elemental immunities.

① Arcane Trinity Surge → Rupture → Missiles
The new core loop, completely replacing the "infinite Frostbolt" monoculture. Arcane Surge (65% instant, opener/filler) → Arcane Rupture (100% on a 2.4s cast, applies Arcane Vulnerability debuff) → Arcane Missiles channel (164% total under the debuff, each missile can proc Clearcasting for a free next cast). DPS floor is extreme; the priority queue is rigid.
② Resonance Cascade 20% × 50% × ∞
The math nightmare of Vanilla servers. Any Arcane damage has a 20% chance to copy 50% of itself as bonus damage — AND the copy can also proc itself (self-triggering geometric series). A 4000-crit Rupture has 20% to add 2000, that 2000 has 20% to add 1000, and so on. In extreme RNG you can vomit 7,000-8,000 burst in 3-4 seconds. Non-linear, uncapped, theoretically unbounded.
③ Flash Freeze + Icicles 200% SP
Frost's one-true single-target nuke. Flash Freeze talent procs only when you hit a target with the "permanently immune to freeze" engine flag — i.e. raid bosses and elite encounter mobs only (the PvP-griefing path of "freeze through Divine Shield / Ice Block" was nerfed). Once it procs, you channel Icicles: 5 missiles, 40% SP each, 200% total — the highest hardcoded SP coefficient in the game.

Arcane (T0 PvE + S+ PvP)

Resilience-immune, mana-perpetual, exponentially explosive
The Arcane tree gives +10% spell hit baseline — gear hit becomes a non-issue, freeing all sockets for SP/Haste. Accelerated Arcana shortens both cast times AND Evocation's CD. Clearcasting procs off each Arcane Missile — long fights become mana-perpetual. Modern sim data (Wowsims-turtle): 1 Hit ≈ 10.51 SP, 1 Haste ≈ 11.53 SP under standard boss conditions — Haste is king. PvP-wise: Resonance Cascade's many small triggers slip past Resilience's crit-damage cut, where Frost's single-big-crit model collapses entirely. Arcane dominates 1.18.1 arenas.
Opener: Arcane Surge (65% instant) → Arcane Rupture (apply Vulnerability) → Arcane Missiles (164% under debuff) → Surge filler on movement → Evocation when low → loop. Pre-pull Mana Gem + Berserking (Troll) for nuclear opener.

Frost (Boss-fight Specialist)

Single-target only · Jumping Frost Nova exploit
AoE Frost is dead in 1.18.1 — Imp. Blizzard slow nerfed 30/50/65% → 20/30/40% (too weak to kite), Shatter crit bonus 50% → 35% (the "infinite Blizzard farm" is over; Survival Hunter inherited the throne). What survives is the "Jumping Frost Nova" single-target combo for raid bosses: maintain Rank 1 Ice Barrier (talent damage bonus), stay outside boss melee, cast Frost Nova mid-jump to abuse the server's position-lag window — landing the nova on the perma-immune target procs Flash Freeze, then channel Icicles (200% SP, the highest burst in the game), Cone of Cold, Cold Snap reset, jump-nova again for round 2. PvP: Resilience flattens Shatter crits — T3-geared Frostbolt deals just 600 vs 7k-HP Prot Warriors. The old burst king fell hard.
Maintain R1 Ice Barrier → jump → Frost Nova (in air) → Icicles channel (200% SP, 5 missiles) → Cone of Cold (Shatter +35% crit) → Cold Snap → jump → Frost Nova again → Icicles round 2

Fire (Niche Raid Cannon)

Hot Streak rework · capped at 1-2 per raid by Ignite politics
New Hot Streak talent: consecutive crits proc an instant huge-damage Pyroblast, accelerating Ignite stacking and smoothing the otherwise monotonous Fireball-spam. Sim DPS can rival Arcane on a frictionless dummy. But: classic Vanilla raids (MC, BWL, Naxx) have huge swathes of fire-immune mobs, and the Ignite pool sharing model causes threat collapses (OT risk) when multiple Fire Mages stack. Most progression guilds bring 1-2 max — Fire is a niche cannon, not a flexible role.

Haste · Three-Tier Calculation Architecture

1.18.1 · Gear haste compounds multiplicatively → Haste Cap exists
Cast speed isn't one stat — it's three layers with very different math:
① SPELLMOD_FLAT + additive
Talents like Imp. Fireball that subtract a flat 0.5s from base cast time. Pure linear, top priority in the calc order.
② SPELLMOD_PCT + additive
Talents like Accelerated Arcana or Presence of Mind (=100% cast reduction → instant). Stack additively.
③ UNIT_MOD_CAST_SPEED × multiplicative
All gear haste rating, trinket procs (Soulforge / Mind Quickening Gem), buffs (Troll Berserking) — stack multiplicatively: cast = base / [(1+h₁)(1+h₂)…(1+hₙ)].
⚡ Multiplicative diminishing returns: stacking Berserking + multiple haste trinkets quickly hits the server's cast-action threshold (Haste Cap). Beyond the cap, additional haste is pure waste. End-game mages MUST use a sim (Wowsims-turtle) to budget Haste exactly.

PvP · Dampening Aura + Resilience

Frost's downfall, Arcane's coronation
1.18.0 introduced a server-wide PvP Dampening: caster damage −30%, melee −20%. 1.18.1 refined this into per-class/spec dynamic reductions. On top of that, all PvP gear now carries 20-40% Resilience — modeled after WotLK, this stat specifically cuts crit damage and DoT damage, not flat damage. The implications:
🧊 Frost: Shatter built around always-crit Frostbolt. Resilience flattens it — T3 Frostbolt hits 7k-HP Warriors for just 600 (~900 on crit). Burst-kill flavor gone.
Arcane: Resonance Cascade fires many small triggers that bypass the "crit damage" cut. The exponential chain survives Resilience cleanly. Arc/Frost hybrid emerged in PvP — Cascade burst + Ice Block / Cold Snap survivability.

Race Selection · Strategic Tier List

Race racial = direct DPS modifier in 1.18.1
Troll · S PvE ceiling
Berserking: 10-15% cast haste (based on missing HP), no GCD, 3min CD. Pairs perfectly with Arcane burst windows. Beast Slaying +5% against beasts → Naxx Spider Wing / Karazhan dominance. Highest PvE ceiling in the server.
High Elf · A+ Mana lord
Quel'dorei Meditation reworked to 1.5s cast (was 5s channel), returns 10% max mana over 5s, 3min CD. Equivalent to an extra high-grade mana gem — perfect for the high-cost Arcane Trinity loop.
Orc · A +60 SP / 2min
Blood Fury reworked for casters: +60 SP for 15s, no GCD, 2min CD. Cost: −25% healing received for 25s. Insane peak in stationary tank-and-spank fights.
Gnome · A +5% Int
Expansive Mind: stable +5% total Intellect. Under T3 + Blessing of Kings cascade, ≈ +0.5% spell crit and a fat mana pool. The pure static-stat king for theory-craft-minded players.
Undead · A (Niche MVP) +2% vs Humanoid/Undead
Vengeance: +2% final damage to Humanoid and Undead targets. Directly establishes Undead Mage's dominance in Naxxramas (heavily undead) and Karazhan zones. Uncontested environment MVP.
Human · B GCD trap
Perception reworked: +2% spell crit for 20s, 3min CD — but it eats GCD, awkward in burst windows. 5% Spirit and Human Spirit's 5% in-cast mana regen are negligible for Mage.
Goblin · C 30% sprint
Exit Strategy: 30% movement for 5s. Tiny kiting buffer between Blink CDs. Other Goblin racials lean melee / professions.

Worked Example · Resonance Cascade Math

Why a 4000 crit can chain into 7000-8000 burst
Arcane Rupture lands a 4000 crit on a target. Resonance Cascade rolls:
① Initial crit: 4000
② 20% chance to add 50%: +2000
③ The 2000 ALSO has 20% to self-trigger: +1000
④ The 1000 has 20% to chain: +500
⑤ Geometric series expected value: 4000 × (1 + 0.2×0.5 + (0.2×0.5)² + …) = 4000 ÷ 0.9 ≈ 4444 mean
⑥ Lucky RNG (multiple successful chains): 7000-8000 single-shot burst

The key property: even partial resists don't break the chain — Cascade triggers off the post-resist damage and keeps propagating. Combined with Arcane Missiles channelling (5 hits, each rolling independently for Cascade), a single Missiles channel can produce 8-20 Cascade events. This is why the spec has no real damage ceiling in a long fight, and why it's the only spec that scales gracefully through Resilience in PvP — small triggers slip below the "crit damage cut" detection.

KEY INSIGHT Mage is the first class where the developers explicitly broke the 100% / 42.85% spell coefficient ceiling. Arcane Rupture (100% on 2.4s), Arcane Surge (65% instant), Arcane Missiles (164% total), and Icicles (200%) are not balanced through the Vanilla formula — they are hardcoded super-models. Disc weaves it into the Smite loop as a finisher without swapping forms, massively improving rotational fluidity and kill-line pressure.

PvP · Dynamic Dampening + Resilience

The diverse mixed-damage kit relatively rises
1.18.0's flat "caster −30%, melee −20%" was replaced by 1.18.1's per-class/spec dynamic dampening. Pure-burst classes (Mage) are heavily constrained, while the Priest's diverse mixed-damage + recovery kit relatively rises. On top, all PvP gear now carries 20-40% Resilience (blue ~20%, arena epic ~40%), which cuts crit and DoT damage:
